Unlocking Climate Adaptation at COP31 Forthcoming

The brief makes three recommendations for COP31:

1. Treat adaptation as an investment. The commitment to triple adaptation finance is an opportunity to scale up investments with positive economic and social returns.
2. Close the adaptation gap in health. While the benefits of health adaptation are well established, financing remains exceptionally low.
3. Define objectives for adaptation, not technologies. Focusing on objectives and expected outcomes broadens the range of effective investments and facilitates public-private cooperation.
